Robert Ray was born in 1946 in Des Moines, Iowa. He grew up in a working-class family and attended public schools. After graduating from high school, he attended Drake University, where he earned a degree in political science.

After college, Ray joined the Peace Corps and was assigned to Vietnam. He served in Vietnam for two years, working as a community development advisor. During his time in Vietnam, Ray witnessed the devastating effects of the war and developed a deep compassion for the Vietnamese people.

When Ray returned to the United States in 1972, he was determined to continue helping the Vietnamese people. He founded IRAP in 1975, and the organization quickly became one of the largest providers of refugee resettlement services in Iowa.

IRAP's Work with Indochinese Refugees

IRAP provided refugees with a wide range of services, including food, shelter, clothing, medical care, and job training. The organization also helped refugees to learn English and to adjust to American culture.
